This is not a DVB card but a hardware MPEG2 encoder card and probably
not supported by any Linux driver yet.
What are the names of the other chips on the card?

The DVB cards offered by VVmer (TV@SAT and TV@SAT-CI) seem to 
be renamed Twinhan cards. AFAIK, there are many Taiwan companies 
who resale those.
