It's not a service as such, but gentoo comes with an init.d script for it.

That's why it would be useful to see the debug output.  Please do this:

Plug everything in, turn everything on
insmod ttusb_dec.o debug=1
Take a look at the logs.  There should be more than one line in there for the 
dec ;)
