The FF cards with the TI AV711x set-top box decoder chip on them are
physically unable to deliver an unfiltered transport stream.

None that is known. There is a "CAM Bypass" bit in the TPP control register
of the TI AV711x, which makes it pass all packets to the embedded ARM CPU,
but there is no known way to reconstruct the packet headers in this mode.
TI was unable or unwilling to provide any help with this.

The TI AV711x has a hardware packet filter in it, which only allows you to
specify up to 32 PIDs you want to receive.
