I've been lately working with tool:

It is frame-accurate cutting tool to PAL mpeg2 video + mp2 audio.
(subtitles from dvd (projectx-demuxed from dvb) supported... hmm.. acn...)

Uses transcode(1) to re-encode frames around cutpoints and surrounding GOPs.

It is currently in development, but first useable version is
nearly finished (some issues with changing aspect ratio...
... if dvdauthor fixes those it might even work).

If anyone cared to download, test and give feedback that would be nice.
