Most demodulators do that, don't they? At least the TDA10045H and the
STV0299B don't seem to output any packets when they're not fully locked
either. The only exception I've run into so far is the very old VES1820
DVB-Cable demodulator, which outputs a LOT of junk data when it's not
locked. I wish I could disable this :(
