I've made some progress with my m2vmp2cut. Pasting ANNOUNCE here:

is frame-accurate cutting tool to PAL mpeg2 video + mp2 audio. 
(subtitles from dvd (projectx-demuxed from dvb) supported... hmm.. acn...) 

Uses transcode(1) to re-encode frames around cutpoints and surrounding GOPs. 

It is currently in development, but should already be useful.

If anyone cared to download, test and give feedback that would be nice. 


Requirements:
	perl, python, mjpegtools, transcode, bash/ksh.


Strongly recommended: 
	ProjectX (project-x.sourceforge.net), to demux mpeg/ps/ts/vdr files.
	lve (lvempeg.sourceforge.net) to edit the video -- to find cutpoints.


Changes since r24-0.21-dev:

--asr=n command line option to set desired aspect ratio ovet the whole video.

Changed to use mpeg2enc instead of ffmpeg (was easier to develop with it).

Sets progressive/non-progressive encoding based what source had.

Re-uses quantisation matrix(es) from input when re-encoding.

Drops sequence display extensions from output if input did not have them
over re-encoded parts.

A bit more information about processing is written to output log files.

Documentation tuning (but not much).


I am currently using:
	transcode-0.6.13.fc2_pre2-24oc
	mjpegtools-1.6.2_cvs_20040813-1.fc2.oc

... older versions may also work, but I have not tested...
