Looks like the tuning file is not right.

In the UK multiplexes are seperated by 8Mhz starting at 306Mhz
with +/- 166khz sidebands.

(510 - 306 ) / 8 = 25.5 (can't have 1/2 a channel)

According to BBC reception advice,

Fenham has multiplex 1 @ channel 30- or 545833333
           multiplex 2 @ channel 22+ or 482166666
           multiplex A @ channel 25+ or 506166666
           multiplex B @ channel 28+ or yadda
           multiplex C @ channel 32+ or yadda
           multiplex D @ channel 57+ or yadda, (I'm too lazy)

point is no digital multiplex in the UK will be
or has ever been on 509833333.

Try one of the freq suggested here. Or getting the tuning freq from 
Windows and substitute that into the tuning file.
