This may be a manufacturing failure, as well.  After two days of having
the mpeg card in my machine, suddenly my audio PCI card started freaking
out.  Removing the mpeg card fixed the problem.  Looks like some sort of
strange IRQ/PCI problem with the mpeg cards themselves.
