This list is not exhaustive, there are 60 radios on 12207 MHz. Look at :

You have listed only the radio packages, not the radio programs.

Your list should be :
TALENTS:12207:V:0:27500:0:1972:0:0:8503
CINESAT:12207:V:0:27500:0:1973:0:0:8503
EUROPOP ROCK:12207:V:0:27500:0:1974:0:0:8503
etc ...
(not tested, I don't know if VDR accepts APIDs without a VPID)
