[vdr] New VideoCD Patch

The updated patch (VDR ver. 0.98) to replay VCDs/SVCDs can be found at:

Compile with 'make VCD=1 [other params...]'

Added features:
- minor bugfixes
- new control key functions in (S)VCD play mode:
    Red:    Skip to previous VCD track
    Green:  Skip 60s back (1)
    Yellow: Skip 60s forward (1)
    Blue:   Skip to next VCD track
    Up:     Skip to begin of current track
  (1) 60s in measures of CD frames, true only for VCDs
