You can do it this way:

- make  the  computer go online with "isdnctrl dial ..." and fetch mail
  with fetchmail or whatever you want
- filter  incoming mail with procmail (man procmail) and save mail with
  special subject into single files into a directory
- write a script/program that parses that text files and sets the timers
  over an svdrv-connection
