Did you control the outputs of the configure scripts?

Did you do

./configure --prefix=/usr/local
make libdvdcss
make install
ldconfig

with libdvdcss
and

./configure --prefix=/usr/local
make libdvdcss
make install
ldconfig                                    ?

I had also problems with RedHat7.2 but rebooting after installation worked.

Check if there are libdvdcss.* and libdvdread.* files in /usr/local/
