I would prefer a solution which could be started as external program (like
archiving to divx) and which makes proposals for the cutting points.
Afterwards one can correct them (or trust them). 
The algorithm to detect commercial could (and should) combine:
- logo detection
- loudness (commercials are often louder)
- blank frame
- scene change
...
Would be interresting but also much work.
