run ldconfig after you install a new library (I don't know if rpm runs it
automatically)

in any case, there is a libjpeg.so somewhere. you can find the position of
the file with
  rpm -ql libjpeg62-6b-20mdk
or
  rpm -ql libjpeg62-devel-6b-20mdk

just add
  -L/path/where/the/lib/is
to SHLIBS in the Makefile
