Since the hard disks store this configuration information in
non-volatile memory, you only have to do this once - and not even
use Windows for it.

I've too many hard disks which failed to start up
to recommend spin-downs.

For CD and/or DVD drives, something like CDBremse for
Linux would be nice. Is there such a program out there?
