Well.. that may be true if you recompress with the same/better quality-settings.
If you recompress with less quality/more compression the picture will of course be worse.
And exactly the same must happen when you recompress MPEG2 (good quality/high
bitrates) to MPEG1 (lower quality/lower bitrates).
