 in fact : it's a regional law that says if you can install or not install a
sat dish
and it's also limited in size most of the time. Europe has still no full law
on this topic
and that's normal. It depens on the situation  where the dish has been
mounted.
Even : if your neighbours complain, then they can tell ya to relocate or
even remove the dish.

What also happens is that a dish on an flat is allowed if it's hided a bit
so might be mounted on the balcon.

btw, you need a building approval for larger disches and even that size
varies from country to
country in Europe.
