No.
The PCI-ID is fixed by the chip-manufacturer.
It is told, that Hauppage is "recycling" DVB-S cards by
soldering a DVB-C (T?) tuner on it...
It is theoretical possible that there is a NVRAM in the PCI-chip
containing additional infos.

It might be possible using the I2C bus
which is connected to the tuner.
But:
That's more a question for the DVB-list.
