better,  somewhere  inside  your  shutdown  scripts,  like  on SuSE, IIRC,
/etc/sbin.d/halt

And  you  should  choose  a  "trustable"  transponder anyway, because some
transponders  send  their  local  time  and some send (or at least used to
send) just crap
