There is a fanless PSU from Enermax for around 120 EUR . As I could remember 
it should have over 300 W , but it is really big and not suitable in small 
cases.(at least there was an article in the german c't about "silent pc s" 
The power consumption of the dvb-cards should be lower if you use multiswitch 
, because the lnb should get the power from the multiswitch
