You're diseqc.conf looks strange.
I've had those problems too an di solved them with a light modification of
diseqc.conf.
First, you're FC/FD/FE/FF is a fault, i think.

Try first:

S19.2E 11700 V 9750 W15 [E0 10 38 F0] W15 [E1 10 38 F0] W15 [E1 10 38 F0]
S19.2E 99999 V 10600 W15 [E0 10 38 F1] W15 [E1 10 38 F1] W15 [E1 10 38 F1]
S19.2E 11700 H 9750 W15 [E0 10 38 F2] W15 [E1 10 38 F2] W15 [E1 10 38 F2]
S19.2E 99999 H 10600 W15 [E0 10 38 F3] W15 [E1 10 38 F3] W15 [E1 10 38 F3]

This hole t v a stuff is not really needed in a real diseqc environment, i
think.
If this works for you, you can try to delete the second instance of [E1 10
38 F12345] and or to reduce the W15 to W10 or W5, you can also try to delete
the leading Wxx or to move the leading Wxx to the end (what makes more sense
in my opinion).

With my spaun, I currently use one sequence of the E0 and one sequence of
the E1 section with leading W5 commands..
