[vdr] OT: Editing mpeg files

I'm trying to encode my vdr recordings to divx.  I know there is a way
of doing this in linux but I like using windows (no comments please :))
to do my divx encoding as I have a good technique.  My question is
editing the mpeg files I get from vdr.  I use PVAStrumento to convert it
to a program stream and I've tried to edit it to trim out stuff that's
before the program.  I tried tmpgenc but when I trim it, it never edits
where I want it to.  I assume this is because of keyframes etc and not
being able to trim inbetween them.  Is there a way I can edit frame by
frame?
