AFAIK, when talking about 'trancoding' a movie e.g. from 480x576 to the
720x576, a complete reencoding is being done (and technically
necessary!). This means that all motion vectors etc. have to be
recalculated again. Every MPEG reencoding causes more blocks and JPEG
artefacts, and that´s why I recommend patching the a video file with
non-DVD resolution rather than re-encoding/trancoding it - and that´s
what I meant in my post. With patching, you keep the original image
quality.

Concerning bitrate and quality loss: Generally, your comment is true,
but look at the latest windows DVD copy tools. They keep the motion
vectors and change the matrix which causes the image to blur a little
bit, but saves a lot of bits (up to 20% without really visible loss). As
I don´t habe a big TV set, I don´t know what is worse: 480x576 and
visible steps on thin lines (maybe even more artefacts because of a
complete reencoding) or a slightly blurred image...
These tools are also great if you want to put 2 VDR movies on one DVD-R
:-)
