Yes. The low-budgets just provide the TS as it comes from the satelite.

The full-featured cards demux into either MPEG-PES, -PS or remux into
MPEG-TS (which is used by VDR).

On the linux-dvb-ML I've been told that the full-featured cards also
provide full TS, now. But VDR doesn't use this.
