The simple response to that is "No" :)

Sigma's "Open Source" MPEG4 software decoder is the Open Source XVID project
with a Windows GUI slapped on, and XVID threatened them with legal action.

Suddenly Sigma were 'very proud to release their codec under the GPL' ...

And just /try/ to extract GPL drivers or microcode for their em8500 / X-Card
which plays MPEG4 in hardware...

Drivers exist because hardware DVD players like the KiSS range are
Linux-based, but everything's very closed source....
TV-Server seems to be using Sigma em8500 for their product line so it seems it must be programmable fairly openly. Very nice it seems to do divx / xvid. The MP100-N ( http://www.tv-server.de/content/tv-server/mp100n.htm ) would go into the direction of this project right - just smaller really?

Mention of em8500: http://forum.tvtv.de/tv-server/forum_beta/index.php?act=ST&f=4&t=442
