No, there are many board shops that do it, for example these:

which take any order from a single double sided 100*160mm
board for $26 (which each could fit several adapters) and up.
If they have made the tools once, subsequent orders will be
cheaper.

They also take Eagle files as input. ;-)

If someone just comes up with a good design, it would be a
piece of cake to have the board made and available to everyone
that wants them.
