The Philips code just changes color information on SVCD. The output is then PAL60 (60frames/525 lines).
On VCD it realy does change the frame rate and resulution.
NTSC VCD uses mostly 24Hz. This is just played with 25Hz (as any movie in TV which will be shorter than in the movie theater).
Or a combination of rescaling and 3:2 pull down (for 30Hz).
I thing MPlayer should be able to do all this on both VCD and SVCD. Anyhow I didn't test as this problem is not a real problem to me....
