Pioneer DVD 105 and the whole group of that drives => not possible. Not under Linux nor under Win with CD-Bremse. They are loud as hell if you want to watch an SVCD, so I use my burner (TEAC 512EB) No probs.

Drive speed control works fine with my Pioneer DVD-106 with the code implemented in the (S)VCD-Plugin (ioctl CDROM_SELECT_SPEED). Maybe a kernel issue? I'm using 2.4.19
