I am not absolutely sure, but I think you can compile vdr without having the driver loaded.

Anyway the official driver from May this year was loaded when I tried to compile vdr.

This sounds more like you are using the wrong DVB drivers (0.9.4). You
need the new ones from www.linuxtv.org.
