What is the optimal way to get both, analog and digital based Cable TV,
working?
There is a plugin for VDR: analogtv
So any analog based TV-Card that is supported by v4l/v4l2 can be used
together with VDR.
As the analog TV-Signal has to be encoded "on the fly", a computer with
a better CPU is required, but even a P400 should be able to encode
352x288 (half-PAL) without a probem.
