I just tried to watch a DVD with vdr-dvd-0.3.5b06 on VDR 1.3.17 with
DXR3 and it was fairly unwatchable: jerky with loss of A/V sync. I think
the problem may be because my system is set up for PAL but it's an NTSC
DVD.

I hacked mplayer.sh so I could play it with MPlayer setting the DXR3 to
NTSC mode, and it plays perfectly. So would it be possible for vdr-dvd
to switch to NTSC output for NTSC DVDs?

I have the same problem with vdr-dvd and my DXR3, and I'm trying to
watch PAL DVDs with my system setup for PAL, so I'm not sure if that
is really the problem. Mplayer and XINE work fine though.

Since I prefer Xine for DVD viewing (menu support etc..) I would like
to setup VDR to simply launch Xine with the right parameters when I
want to watch a DVD. Is there any easy way to do this or would it
be necessary to write a plugin?

I hope we can get everything working. The pre3 release of the dxr3 plugin will all possibilities of the DXR3 - a dvd watching card :)
For instance, the whole menu stuff of a dvd will be now proecced in hardware. So we should get a very fast and error-free menu of
a dvd.
