Only Radeons can output a composite sync signal. That's why the second link will only work on Radeons.
The simple circuit in the first link merely takes seperate horiz + vertical syncs and combines them into the composite sync required for TV display. As such it will work on any VGA card, but since Thomas' work is restricted to supporting Radeons, there seems little point to make things more complex by building a circuit rather than just a few wires and one resistor :)
Note that pin 9 on the Radeon VGA port will provide +5V for you to feed into SCART pin 16 to tell your TV that it's an RGB signal. i.e. you don't need to take a feed from your PC PSU.
