I suspect that it's making allowance for certain broken M$ mail clients.

Then file a bug.

(Some mail clients look for a line containing only "--" if no line containing
"-- " was found in the message. Ideally, they wouldn't, but there's that M$

If this line shows up as signature, then Pine really is being wooden.
