Well, then it starts recording when the rst goes to 4.
Running status 2 means that the broadcast is about to start, and allows
a recorder to get ready for recording in time, so that nothing is
missed when the broadcast actually starts (with status 4).
Unfortunately some broadcasters just don't care about standards...
