The EyeTV Netstream series from Elgato are DVB-T/S/C devices which are intended for DVB-streaming over network.

Elgato provides native software for Windows and MacOS, however it is also possible to use the device with any m3u capable media player (https://help.elgato.com/customer/portal/articles/1142784-how-do-i-configure-eyetv-netstream-dtt-using-a-web-browser-)
