IMHO this will make things more complicated than necessary.
It should always be possible to specify the exact frequency.

Why do you not allow values like '490.125' in the frequency field?
This way frequency can always be specified in MHz and nobody will have 
to bother with offsets or other options.
(For your unique id you might simply drop the fractional part.)
