According to TTV they are correct, but you just can't be absolutely sure 
about anything TTV claims. I tried both 36750000 and 36812500 and now I can 
get locks with them also (that 106 QAM128 parameter seems to help), but 
still I get block errors. Here's my channels.conf if there's anyone else 
here in TTV area who can confirm them. I do have sometimes a little less 
block errors if I tune with 62.5 or 125 KHz offset up or down, but there 
doesn't seem to be any pattern to these offsets.
