Basically you can use e.g. the Braintechnology board for 87EUR: http://www.braintechnology.de/braintechnology/usb_fastinterface25.html. It's pretty cheap and you can immediatly start coding.

In the LinuxDVB CVS repository (web interface on http://linuxtv.org/cgi-bin/cvsweb.cgi/dvb-hw/dvbusb-fx2/) you find the library and board files for our board, if you take this as starting point your board design should be pretty straightforward. Note that you have to check out binary files using the cvs commandline utility...

Starting from our firmware you can probably take over the entire initialisation and EP0 code and only have to implement the actual communication over isochronous endpoints...
