"scantv" uses the signal strength reported by the tuner and uses the 
teletext informations from vbi in order to determine the name of the 
channel.

Because of the fact that both isn't fully implemented yet, it simply 
does not work.

You'll have to manually select the channels according to your local 
distributor with Cursor up/down. Then you can build a channel list with 
"xawtv" manually with the channel editor. After that, Page up/down 
cycles through this list.
