Here is what the README says:
satscan
shows how to scan the transponders of a satellite for new channels.
It will scan all the transpnders it reads from a dvbrc file.

This is what it means:
satscan always needs a list of transponders to scan. You can 
e.g. use the lists provided at satcodx.com (not the html lists). 
Just type "satscan mylist", answer the questions and satscan will
check the transponders in the list. You don't need satscan to use
satcodx lists, you can use them directly as dvbrc or transform them
with conv into libdvb lists.

The programs provided in sample_progs are provided as programming
examples for the libdvb. That's why there is no extensive
documentation, since the programmer can always read the source code.
They are for the most part really short and hopefully readable.
