It does. Of the German stations, the ZDF ones all carry VPS, some even WSS,
then some of the ARD stations carry VPS, and ProSiebenSat1 and RTLGroups
carry VPS in their digital broadcasts as well, though the latter two don't
offer "real" VPS signalling (with the exception of SAT.1, which AFAIK has
real VPS).

Whether or not this is actually useful for anything is another question...
