Yes, legally you need to purchase a TV Licence. If you own equipment which is 
capable of receiving BBC television transmissions, then a licence is 
mandatory.

Although, quite how TV Licencing would be able to detect a DVB-S card not 
connected to a dish is quite beyond me :)
