In the UK, when purchasing a TV card, it is now
required (though not everyone bothers) that you give
the vendor your name and address which is then passed
to TV licensing.  This doesn't assume that you have
all the equipment necessary to receive TV signals,
just the fact that you have this device requires you
to have a license.
