libsoftmpeg is partially prepared to use another decoding library yes. 
Decoding is abstraced through function calls and it should be possible 
to add other decoders, although probably it would be needed to extend or 
change the "internal" API (which is no big deal)

AFAIK so far nobody had the time to do this and using libavcodec even on 
CLE266 systems is usually "good enough"
