Still not right. :-)

IMHO channels.conf must contain attributes of the channels,
while setup.conf must contain attributes of the local setup.

The logical conclusion is, that the channels.conf field should
describe what kind of decryption is required for the channel
and setup.conf should describe (for every installed card) what
kind of decryption is provided by each card.
