AFAIK Virtualdub is only for AVIs, but you have MPEGs !!
If you want to recompess use one of the skripts like vdr2svcd
of vdr2divx, or if you wanna do it in Windows try DVD2AVI as
Frameserver and the encoder of your choice (depends on what
stream you wanna produce). 

Try www.doom9.org for some guides and the necesary programs.
