It is the right way. But.... (see below)

You have to edit channels.conf and set the ca parameter for all channels 
only to be received by the low-budget card. Then vdr uses transfer mode 
for live viewing.

Yes. You can't use a budget-card as a primary card because it has no 
mpeg2 decoder.
