If you want a rapid application development environment then why not use
Java? DVB has defined a wide range of generic Java APIs for digital TV
(tuning, service information etc) in their MHP spec
(<http://pda.etsi.org/pda/home.asp?wki_id=15159>). Unfortunately, no
open-source implementation of these APIs is available as yet, but it would
be nice to see one.
