at least for Telstar 12 (15W) it isn't true,
on 10989MHz you have Sid 1, 2
on 11501MHz Sid 1,2,20,25,26
on 12525MHz Sid 1-7,15,16
and so on...

it seem's that we need Sat-Pos, Freq. *and* Sid for a unique ID ;-(
or something completely different..
