Hi Chris,
the format is multiplexed PES. There aren't much windoze tools to handle
this format. You may want to try the nice tool PVAStrumento from Wilijo
Heinen to demux the PES into separate elementary streams (ES) for audio and
video. This way, you avoid AV-sync problems.

Re-multiplexing and converting in your favorite target format may be
possible with a tool called VirtualDub, but I havn't tried this for myself.
